There is hereby established a capital improvement fund of the city for the accumulation of money for improvement and infrastructure needs, as authorized by K.S.A. 12-1,118.

The fund shall be financed by budgeted transfers of moneys from other funds, including the general fund. Any general property tax specifically levied for the use of the fund shall be authorized by ordinance under the provisions of Section 5, Article 12 of the Kansas constitution.

Except for reimbursed expenses, no moneys shall be credited to this fund except as may be budgeted annually, or transferred by the annual budget of other funds. Such funds shall not thereafter be subject to the provisions of K.S.A. 79-2925 to 79-2937.
